Homelessness soars on West Coast as cities struggle to cope

In a park in the middle of a leafy, bohemian neighborhood where homes list for close to $1 million, a tractor's massive claw scooped up the refuse of the homeless.

$1400 per month is rich people money. I could live for a year off of that! What are these guys buying for $1400 per month when paying no rent or utilities?
